March 18, 2012</h3>
<p><span style="font-weight: bold;">Indianapolis, IN—</span> H.B. 1367 was passed into law on March 16, 2012, creating an outreach and consultative services Center for Deaf and Hard of Hearing Education.   The bill will go into effect on July 1, and the Office of Management and Budget (OMB) will prepare a transition report to be submitted to the state on October 1, 2012 with required consultation from 15 organizations and two public forums. This report will include detailed information on the new center’s operations, costs, agency and staff selection, and transition process. The costs will be brought forward in a budget bill next session.  By July 1, 2013, OMB with input from several entities, will have selected an appropriate agency for the Center for Deaf and Hard of Hearing Education. Until the new center is operational, the Indiana School for the Deaf will provide outreach and consultative services.</p>
<p>Although the law’s passage was not what the Indiana Deaf Education Coalition (IDEC) fought for, many positive things emerged from this experience. IDEC leader Kim Bianco Majeri said, &ldquo;In six short weeks, we were able to get our people on the transition team, when in the first place there were none representing us. We also helped protect the Indiana School for the Deaf’s budget, and brought about powerful awareness of the important opportunities that ISD provides to Deaf and Hard of Hearing children and their families statewide.&rdquo;</p>
<p>IDEC invites the public’s support to help continue its battle for ISD. &ldquo;The fight is not over. We have a lot of work to do.  We are committed to Deaf and Hard of Hearing children and their rights to language and accessible education. We have a wonderful team behind us, especially people who embrace being Deaf naturally. We are simply not done yet.&rdquo;</p>

<p>HB 1367 is not the bill it appears to be on the surface. This bill is led by supporters of oral ONLY methodologies and big money machines that use Deaf children for their own profits. Their methods DO NOT include American Sign Language and steer families far away from ASL/English bilingualism. They are BIASED towards one approach even when they know that children are constantly falling through the cracks with an oral ONLY approach. These special interest groups are trying to take control of Outreach services for families who have Deaf and Hard of Hearing children. They have sold their propaganda to the Governor and his OMB. Scary&#8230;YES. Outreach WILL become BIASED if this bill is allowed to pass. They don&#8217;t want a piece of the pie&#8230;they want the whole pie to be funneled to their private schools and therapies: St. Joseph Institute for the Deaf. That includes taking control of ISD&#8217;s funding and its school board.  Enough is enough. Look deeper than the surface of this bill. This is NOT about PARENT CHOICE or helping improve services to mainstream programs&#8230;this is ALREADY being done through the current Outreach Program. This bill is rotten to the core.  Vote NO and save everyone a lot of time and money by simply ENHANCING the current Outreach Program at the Indiana School for the Deaf&#8230;.a place where all options and opportunities are respected. Keep the experts in Deaf Education in Outreach&#8230;.keep OMB out of it.  Vote NO.</p>
